Summary of project activities and outcomes:

Mid-term evaluation of the EU Water Facility WASH Project implemented in 2 Regions of Ethiopia by GOAL, ACF and LVIA, led by Rebecca Scott. This involved developing a methodology for evaluation, based on the OECD-DAC evaluation criteria, responding to GOAL’s project logframe and 10 project principles. A participatory, cross-organization lesson learning process was used, as a key objective of the evaluation. Field visits to a range of WASH interventions within the project – representing all 3 organizations, different locations and contextual challenges. Lessons from the evaluation were captured in a way that would support the assessment of specific project principles, to enhance programme outcomes in the remaining implementation phase.

Our methodology of adopting a 5-point scale against which all components of the evaluation criteria were scored has helped GOAL, ACF and LVIA identify the strengths and weaknesses of the programme to date. The approach was also adapted to assess achievement of the programme against GOAL’s “10 project principles” that are becoming more widely adopted in their country WASH programmes.
