Guidance if no identified provider
Using the tool before identifying a specific individual or business
You can still use this tool if you do not yet know who will provide the service.
Some questions relate to the nature of the role or work, while others relate to the working arrangement with a specific individual or business. Where a question relates to the individual, guidance will be provided to help you select the most appropriate response based on the intended arrangement.
You do not need to know the provider’s identity to complete the tool. In this case, the result should be treated as indicative, based on the planned working arrangement.
You should use the tool again once the individual or business has been identified if any of the facts change, including:
- the working arrangement differs from what was originally planned
- the individual will be engaged through a business or personal service company
- there are changes to hours, duration, or expectations of ongoing work
- the result directs you to complete an Employment Status Check (CEST)
You do not normally need to rerun the tool where:
- the outcome is a permanent or fixed-term employment contract, or
- the answers remain the same once the provider is known.
