Ordinance XXIII Traffic and Parking in the University
1. Use of Motor Vehicles and Bicycles
1.1 All persons using a motor vehicle or bicycle on University premises will, if required to do so by security personnel, supply their names and departmental details. Additionally students will, if requested, provide details of their student registration number and their place of residence.
1.2 Students' motor vehicles are not normally allowed within the Student Village unless under the control and direction of the University Security Staff.
2. Registration of Motor Vehicles
2.1 All vehicles must be registered with Loughborough University, and permits are issued on behalf of the university by Loughborough University Services Ltd.
2.2 Applications for parking permits shall be made annually on line to the University Facilities Management Department or in person to the Security Office. Applicants may be required to produce a valid driving license and certificate of insurance. Fees are collected through staff salary deductions or student accounts.
2.3 Parking permits are valid for one year only, in the case of staff from 1 August to 31 July, and in the case of students from their initial date of registration to 30 September following. Any permit issued after 1 August or after the initial date of registration shall nonetheless expire on 31 July or 30 September next, as appropriate. There are no refunds or fee reductions.
2.4 Parking permits are issued annually in the form of a coloured permit, which must be displayed in a prominent position inside the front windscreen of a car, or on an easily visible inspection point on a two-wheeled motor vehicle.
2.5 Should a permit holder transfer or dispose of his/her motor vehicle, the Security Office should be informed immediately. Permits are transferable to any replacement motor vehicle. However, where a motor vehicle is disposed of and not replaced the permit should be surrendered immediately to the Security Office. Failure to notify transfer or disposal of a motor vehicle may lead to penalties being imposed in accordance with Ordinance XXIII on Traffic and Parking in the University.
2.6 Members of staff and students who have registered a motor vehicle with the University will have their identification card activated by the Security Office which will enable access to be gained via the authorised barriers. There will be an administrative charge levied for the replacement of lost cards.
3. Car Parking
3.1 Student Car Parks
Students living in Halls of Residence may be allocated a parking space in a designated Student Car Park. Cars registered in this way may not be parked elsewhere on the campus.
Exceptions:
Disabled students will be allocated permits free of charge and may park in any disabled parking bay or in any space in designated Student Car Parks.
First year undergraduate students living in Halls of Residence will not in normal circumstances be issued with a parking permit although a temporary permit may be issued on medical grounds if mobility is seriously impeded and the circumstances are supported by appropriate documentation from the applicant’s medical practioner. The Security Manager has discretion to issue permits to first year students in exceptional cases.
Out-of-hall students may be allocated a parking space in a designated Student Car Park. Cars registered by out-of-hall students may not be parked elsewhere on the campus between 8.30 am and 5.30pm Monday to Friday, except that out-of-hall postgraduate students with registered motor vehicles may use car park 1.
Students living out-of-hall who reside within the LE11 post code area will not in normal circumstances be issued with a parking permit although a permit may be issued on medical grounds if mobility is seriously impeded and the circumstances are supported by appropriate documentation from the applicant’s medical practioner. In exceptional circumstances and on the recommendation of the Academic Registrar, the Security Manager may allocate a permit to a student with dependants who resides within the described area.
Temporary permits issued on medical grounds shall permit the student to park a motor vehicle on any University car park, except in reserved spaces or disabled bays, but do not permit any infringement of Ordinance XXIII or this Code.
Short Term Temporary Parking Permits for periods of 1 – 14 days may be issued on application in exceptional circumstances for reasonable non medical grounds to students living on the campus. Issue is subject to the approval of the Security Manager and payment of an administration charge. Temporary Parking Permits permit the student to park a motor vehicle on a named University car park, except in reserved spaces or disabled bays, but do not permit any infringement of Ordinance XXIII or this Code of Conduct.
Permits for evening and weekends may be issued to students including those living within the described area, (see Appendix A) allowing those permit holders to park on the campus between 5:30 pm and 8:30 am Monday to Thursday and from 5:30 pm on Friday until 8:30 am on Monday.
A Head of Department may apply to the Security Manager for permission for named postgraduate students to use a nominated car park for a specific University purpose.
3.2 Staff and Visitors
Staff and authorised visitors may park registered motor vehicles in any authorised car park, except those designated for student use, at any time.
3.3. Students and staff are not permitted to park motor vehicles in roads, as described, surrounding the university campus when attending campus for university based purposes. (Roads between Forest Road and the campus perimeter in the south and New Ashby Road and estate roads to the north of the campus perimeter.)
4. Unauthorised Motor vehicles
4.1 Undergraduate students are not normally allowed to leave their motor vehicles on University property whilst they are away from the University. Undergraduate students wishing to use car parks during vacations or outside their period of residence in University accommodation must seek permission from the Security Office. Any unauthorised undergraduate motor vehicle left on University premises is liable to be removed.
4.2 Any costs incurred by the University in the immobilisation or removal of a motor vehicle will be charged to the owner of the motor vehicle. If such a motor vehicle is not claimed and removed from the University by the owner within one month of notification in writing, the University may dispose of the motor vehicle at its entire discretion and from the proceeds recover the cost of removal and any other expenses. Any costs incurred by the University and not covered by the proceeds may be recovered as a civil debt.
5.Registration of Bicycles
5.1 All students and staff using a bicycle on University premises are required to register the cycle with the University Security Office. The registration is designed to identify the owners of bicycles as an aid to crime prevention and the safeguarding of property.
5.2 Registered cycles will be issued with a unique numbered label which will be affixed to a conspicuous part of the cycle frame and the details of the owner will be recorded on a secure database.
5.3 All cycles used on the campus by students or staff must display the registration label.
6. Immobilisation of Vehicles
6.1 Vehicles belonging to students, staff or visitors that are parked in contravention of the Ordinance on Traffic and Parking in the University or this Code may be immobilised.
7. Amendment of this Code
7.1 Amendments to this Code are subject to approval by the Estates Management Committee on behalf of the University Council and Senate.
