Featuring over 35 virtual events, the OECD COP30 Virtual Pavilion runs from 3 to 21 November 2025. Covering a broad range of topics and convening leading experts, policymakers and civil society, the pavilion presents key OECD analysis and data to inform action on climate change.
Professor Hodgkinson was invited to join the discussion session: ‘Advancing an environmentally sustainable digital transformation: implementing the OECD Recommendation on Digital Technologies and the Environment’.
The virtual event explored how countries and other stakeholders in the digital ecosystem can leverage digital technologies to support environmental sustainability while reducing their environmental footprint.
Digital technologies play a growing role in advancing climate resilience, however digital transformation also carries an environmental footprint that must be addressed. This is at the heart of the digital decarbonisation initiative, co-led by Professor Hodgkinson and his colleague and co-founder Professor Tom Jackson.
Drawing on the OECD Recommendation on Digital Technologies and the Environment, adopted by OECD Ministers in June 2025, session speakers discussed key challenges in designing and implementing environmentally sustainable digital policies, shared good practices from around the world, and discussed the path forward towards a more sustainable digital future.
Additional session speakers included:
- Audrey Plonk, Deputy Director - Science, Technology and Innovation Directorate, OECD (moderator)
- Xavier Merlin, Board Commissioner - France’s Regulatory Authority for Electronic Communications, Postal Affairs and Press Distribution (ARCEP)
- Radia Funna, Founder and Principal - Build n Blaze, LLC. and United Nations Special Advisor
- Francisco Troyo, Director of Radio Spectrum and Telecommunications Networks - Ministry of Science, Technology and Telecommunications, Costa Rica.
Commenting on the event Professor Hodgkinson said, “We’re grateful to the OECD for running this important session and providing an opportunity to share insights from our digital decarbonisation research with COP30 attendees.
“Bringing together digital ecosystem actors for such a collaborative discussion is critical to increasing public awareness and equipping individuals with knowledge to harness digital technologies while mitigating their footprint.”
