Towards a Scottish Minimum Digital Living Standard: Phase Two Report

Research commissioned by the Scottish Government explores the implementation of a Minimum Digital Living Standard (MDLS) for households with children living in Scotland.

The study draws on stakeholder surveys and in-depth family interviews, highlighting systemic barriers - affordability, infrastructural disparities, complex digital systems and lacking support.

Stakeholders advocated for MDLS policies that incorporate community-based and trusted organisations and advocates to deliver tailored digital support. Families stressed that reliable internet and resources should be viewed as essential household needs.
