Statement of approach to subcontracting, Loughborough University

Loughborough University uses subcontractors in its delivery of Degree Apprenticeships only for Level 2 English, Maths or Functional Skills provision when required (the University does not deliver teaching and learning at L2).

Loughborough University works with subcontractors where training providers and/or employer partners have expertise that will enhance the apprentice’s learning journey and experience. We use a specific apprenticeship subcontracting legal agreement, which outlines how the training will be delivered and an itemised account of how funding will be used. All costs are assessed against Education and Skills Funding Agency apprenticeship funding rules and are transparent.

There is a robust process of due diligence when selecting potential subcontractors to ensure that the highest quality of learning delivery is made available which demonstrates value for money and has a positive impact on the experience of both employers and apprentices.

The University will only procure the service of subcontractors who are registered on the Register of Apprenticeship Training Providers (RoATP) to deliver services to employers and will submit a “Subcontractor Declaration” as required. The declaration summarises the value of any subcontracted provision paid for in the previous period.

Loughborough University monitors the quality of provision of all elements of the Functional skills training and provides governance and oversight of any subcontracted training. The capacity, capability and readiness of the subcontractors’ delivery is approved prior to contract start, and there is regular engagement with the subcontractor to improve and refine programme content.
