Statement on Subcontracted Apprenticeship Provision
Loughborough University utilizes subcontractors specifically for the delivery of Level 2 Functional Skills (English and Mathematics) when required by the apprenticeship standard. As the University does not internally deliver Level 2 teaching and learning, we collaborate with specialist subcontractors whose expertise enhances the apprentice’s learning journey and ensures they meet mandatory gateway requirements.
Governance and Compliance
All subcontracting arrangements are governed by a robust legal agreement that details the specific delivery model and provides an itemized account of funding allocation. In accordance with DfE apprenticeship funding rules, all costs are assessed for transparency and value for money.
The University exclusively procures services from organizations registered on the Apprenticeship Provider and Assessment Register (APAR). We maintain full accountability by submitting an annual Subcontractor Declaration to the DfE, which summarizes the value and scope of subcontracted provision in the preceding period.
Quality Assurance and Due Diligence
To ensure the highest standards of delivery, the University operates a rigorous due diligence process when selecting partners. This includes:
- Pre-contract Approval: Evaluating the capacity, capability, and financial health of the subcontractor before any training commences.
- Active Quality Monitoring: Providing continuous oversight of Functional Skills training to ensure it positively impacts the experience of both employers and apprentices.
- Continuous Improvement: Regular engagement with subcontractors to refine programme content and delivery methods based on emerging best practices.
- Stakeholder Feedback: Systematically collecting and reviewing feedback from both employers and apprentices regarding the quality of subcontracted provision.
