The Ministry of Housing, Communities and Local Government (MHCLG) has appointed Professor Sergio Cavalaro as the Chief Construction and Scientific Adviser (CCSA).

Professor Cavalaro is a senior academic in the School of Architecture, Building and Civil Engineering at Loughborough University. He has an extensive record of successful collaboration across academia, government and industry, driving innovation and supporting transformation in the built environment sector.

His expertise spanning construction, buildings and infrastructure will support robust policy development at MHCLG and help shape long-term reform across the sector. He will also provide advice and support to the Building Safety Regulator.

The appointment fulfils the Government’s commitment to the Grenfell Tower Inquiry Phase 2 recommendation to appoint a CCSA. This role combines the responsibilities of the Chief Construction Adviser and the Chief Scientific Adviser.

Chief Construction and Scientific Adviser Sergio Cavalaro said: “I am honoured to support MHCLG and BSR’s work to strengthen building safety, resilience and delivery, as well as forming part of the cross-government network of Chief Scientific Advisors. I look forward to providing independent, evidence-informed advice and constructive challenge in support of this agenda. Working closely with regulators, industry, professional bodies, academia and residents will be central to driving meaningful and lasting reform.”

Professor Cavalaro was appointed through an open Civil Service recruitment process. He will operate on a full-time basis.

Professor Malcolm Cook FREng, Dean of the School of Architecture, Building and Civil Engineering at Loughborough University, said of the appointment: “I am absolutely delighted that Sergio Cavalaro has been appointed to the role of Chief Construction and Scientific Adviser. This is a prestigious national appointment and a fitting recognition of his outstanding expertise, leadership and influence across the built environment sector.

“The School of Architecture, Building and Civil Engineering is proud to be one of the world's leading integrated centres for research, education and innovation in the built environment, and this appointment provides further evidence of the exceptional calibre of colleagues working within our community.

“Sergio brings a remarkable combination of complementary expertise spanning buildings, infrastructure, construction materials, sustainability and innovation. Throughout his career he has demonstrated a commitment not only to advancing knowledge through world-leading research, but also to ensuring that research informs policy, practice and societal outcomes. His appointment reflects the growing importance of evidence-based decision-making in addressing the challenges facing the UK's built environment sector.

“He also brings with him extensive national and international networks across academia, industry and government. These connections, together with his deep technical knowledge and collaborative approach, will help ensure that the Government has access to the very best scientific and engineering advice as it develops policy and responds to emerging challenges and opportunities.

“As Dean, I could not be prouder of Sergio. He has made immense contributions to the School over many years through his research, leadership, mentoring and service. While this appointment is a personal achievement, it is also a moment of pride for the entire School and University. His success demonstrates the impact that our colleagues are having at the highest levels nationally and reinforces Loughborough's reputation as a trusted source of expertise for government, industry and society.

“I am delighted to support Sergio as he embarks on this exciting new chapter and look forward to seeing the difference he will make through this important role.”
