Aligned with Loughborough University's vision of Creating Better Futures Together, this document reinforces our commitment to fostering an inclusive environment where freedom of speech and equity coexist.
This document outlines how Loughborough University's five core values and behaviours align with and uphold the Office for Students (OfS) Freedom of Speech guidance (Regulatory Advice 24). Freedom of speech is a legal right and a cornerstone of academic life. These values guide us in maintaining an inclusive, respectful, and open environment where lawful freedom of speech is protected and encouraged.
Our approach is being developed in accordance with the principles of Project Compliance, which incorporates the Inform-Support-Assure-Lead framework. This initiative concluded as a strategic enabler for the University’s vision in January 2025, serving as an Enabling Project for the University’s Strategy.
Purpose
At Loughborough University, our purpose is to advance knowledge, empower individuals, and create meaningful impact. This is achieved through a values-led approach that integrates Equity, Diversity and Inclusion (EDI) principles with a commitment to freedom of speech. Embedding anti-racist and anti-discriminatory practices within our institutional culture is essential to fostering an environment that allows everyone to thrive.
Process
Our strategy is underpinned by our five core values: Authentic, Adventurous, Responsible, Creative, and Collaborative. These values guide our inclusive approach and align with OfS Freedom of Speech requirements by promoting respectful challenge, openness to diverse viewpoints, and lawful expression.

People
Our community thrives when individuals feel valued and heard. By centering the lived experiences of marginalised groups, we foster a culture of belonging. Staff networks provide a platform for marginalised voices, while our Values Toolkit empowers teams to reflect and act on inclusive behaviours. Freedom of speech flourishes in this environment where diverse perspectives are welcomed, and respectful challenges are encouraged.
Progress
We measure progress through strategic frameworks such as the Race Equality Charter and EDI Core Plan. Our Freedom of Expression Code of Practice ensures lawful speech is protected while safeguarding against discrimination. Embedding the Four P’s (Purpose, Process, People, Progress) into our daily practice enables us to build a university where equity and expression coexist.
