Social Responsibility first for Loughborough University construction project

The principles of social responsibility have been introduced into a major construction contract at Loughborough University for the first time. 

Proposals to refurbish Falkner Eggington, one of 14 halls of residence on campus, were given approval by the University in April and the procurement process for the £10 million project commenced shortly afterwards. 

At the contract pre-qualification stage contractors were asked to declare evidence of their social responsibility by responding to a series of questions developed by Professor Jacqui Glass from the University’s School of Civil and Building Engineering, Jon Walker of the Enterprise Office and Lucy Graham from the procurement team.  The contractors were given a score contributing to the overall evaluation process.

At the tender stage contractors were presented with a briefing note which summarised the University’s expectations on social responsibility and asked bidders to detail specific proposals.  They were asked to propose activity, timing, benefits and a process to monitor and evaluate activity.  They were briefed to include a social enterprise activity. These proposals were discussed at post-tender interviews.

Ocon Construction was awarded the contract and their specific social responsibility proposals include:

  • A target of 10% local labour in each subcontractor package of work
  • Provision of an apprentice for each trade, provided by subcontractors wherever possible
  • A programme of waste timber recycling with local social enterprise, East Midlands Wood Recycling
  • Work with the Opal Foundation, and the University’s Water Engineering and Development Centre (WEDC) to provide deep water boreholes in Omo on the Somali/Ethiopian Border.
  • Appointment of community liaison co-ordinator
  • To achieve higher than Bronze Award under the Considerate Contractors Scheme

Implementation of the proposals will form part of the regular contract monitoring process to be undertaken by the University and Ocon Construction project managers.

The refurbishment of the hall involves Ocon carrying out a complete strip out of the existing accommodation, upgrading acoustics, installing new floors and ceilings and a complete redecoration of 521 student bedrooms.  The project, which has recently commenced on site, will be complete for the 2013/14 academic year.

The University has been seeking to apply corporate social responsibility principles into a range of its activities over a number of years and activity includes the Community Donations Fund, staff and student volunteering and a significant number of sustainability initiatives.
