New University Car Parking System

A new University Car Parking solution is being installed from 19 June and will go live later this summer, in line with the new academic year.

The current Automatic Number Plate Recognition [ANPR] and permit management software requires replacing. The new system provided by APCOA will improve efficiencies by moving to a single service provider offering new and supported hardware and software. The system will control unregistered vehicles and improve user experience for all. It will give the University a flexible parking solution to make further enhancements as the campus continues to grow and supports sustainability initiatives in line with the Estates and Sustainability Strategies. 

The most significant changes to be introduced as part of the new system are enforceable Parking Charge Notices (PCNs) and visitors charging. 

How will the new system work? 

An ANPR system on all main University exits will be used to control access and egress onto campus. This will be linked with the new permit management system and to the agreed tariff structure. All vehicles entering campus will be required to register their vehicle, this will either be as a pre-registered user (staff, tenants and some students) or as a visitor. A dedicated website with full guidance is currently being developed. Drop-in sessions to help with registering will be available - more details to follow in the coming weeks. 

Parking tariffs for staff, students and tenants will remain at current levels – with grades 1-3 staying ‘free of charge’. A separate tariff will be established for visitors. Non-compliance to the agreed process will be managed internally through manual enforcement and automatic issuing of Parking Charge Notices via the ANPR for vehicles who fail to register. 

Current permits and credits 

The transition to the new system is aligned to the expiry of the current annual permit system so there will be no impact in respect to charging. Staff who are occasional users and have credits on their account will be reimbursed at the time the new system goes live.
