Workshop on Water Industry Performance and Cost Assessment

About this event

Loughborough University’s Centre for Productivity and Performance is pleased to announce a workshop focussed on water industry performance and the regulatory application of cost assessment in the English and Welsh Water sector.  As the workshop will consider both past trends in industry performance, as well as the application of comparative cost assessment methods to determining current relative cost performance, it should be of great interest to regulators, policy makers, regulatory directors, academics, and practitioners, as we move forward to the key stages of Ofwat’s 2019 Price Review.     

The first session will feature recent research from the Centre for Productivity and Performance, Frontier Economics, and others regarding post privatisation performance trends in England and Wales, as well as presentations on alternative ownership and regulatory models. Both the former Director General of Ofwat, Sir Ian Byatt, and Alan Sutherland the current Chief Executive of the Water Industry Commission for Scotland have confirmed their participation in this session. 

The second session will focus on Cost Assessment and its application to Ofwat’s 2019 Price Review.  This session will include contributions from Anglian Water, Severn Trent Water, and Vivid Economics (presenting work carried out for United Utilities).  Ynon Gablinger, Ofwat’s cost assessment team leader for the 2019 price review, will also participate.

The workshop will conclude with a roundtable session with confirmed participation by Sir Ian Byatt, Professor David Parker, Cranfield University, Alan Horncastle,  Oxera Consulting and Professor David Saal, Loughborough University.
