GVA Grimley is currently working with a team of Master-planners in accordance with the steer given by Council at its meeting on 21 December.  Using revised student population numbers agreed by the Strategic Review WG and Operations Sub-Committee, it is pursuing an intensification of the use of land on the ‘original’ campus (though with implications for Holywell Park).  The outcomes of its deliberations will be considered by Estates Strategy Review Group (ESRG) at its meeting on 26 January, and any last-minute update arising from this meeting will be provided to Resources and Planning on 28 January.

 

On 26 January therefore, ESRG will be considering, particularly, the land usage categories, across the whole of the campus, recommended by GVA Grimley and the Master-planners.  These will be required for the University’s submission to Charnwood Borough Council’s consultation on the Local Development Framework (LDF), due to be submitted in late January-early February.  The allocated land usages that will be the eventual outcome of the LDF consultation will influence future planning applications.  The object therefore will be to retain maximum flexibility for the future strategic development of the University.

 

Meanwhile also, a small but augmented sub-group of ESRG is considering student residential provision – in some detail for the next 3-5 years, and more indicatively over a 15-20 year period.  It will be considering additional provision, refurbishment, replacement, etc, and their capital and revenue implications.  The sub-group will report to ESRG within weeks.

 

Finally, ESRG has noted that a ‘business plan’ (or, more accurately perhaps, a developmental framework) is to be prepared on the development of, particularly, Holywell Park, and its connection with a proposed Science Park, at the request of emda.  This is required by May 2005.  It is intended to enable emda to consider its support of Holywell Park developments in a more holistic way, rather than on the basis of isolated projects.  The plan will be produced via the BPI&KT.
