1. Introduction
The Security Section recognises that it has an important role to play in supporting the University's Mission Statement. Commensurate with the resources available, the Section endeavours to provide assistance and offer support to students, staff and visitors; maintain security of University buildings and other property including personal property and to control traffic and parking.
2. Problems
In endeavouring to achieve its objectives the Security Section is faced with a number of ongoing problems. The primary areas of concern may be listed as follows: -
- Ensuring the safety and welfare of students, staff and visitors.
- Reducing the incidence of reported crime occurring on Campus.
- Controlling the volume of traffic using the University roads and car parks.
- Monitoring the unsociable behaviour of some students.
- Investigating instances of student indiscipline and campus based crime.
- Developing contacts within the local community and to provide a contact point for matters of concern.
- Maximising effectiveness and efficiency by the development of existing resources.

3. Ensuring The Safety And Welfare Of Students, Staff And Visitors
This will be achieved in a number of ways, including-:
- The provision of high profile patrols on Campus and within the vicinity of Halls of Residence, both on and off Campus.
- Improving the level and extent of communications between Security staff and students, other staff and visitors.
- Providing support and assistance to Hall Wardens, sub-wardens and supervisors in their dealings with instances of indiscipline, or where welfare or disciplinary action is required.
- Providing a central contact point, throughout the day, for staff, students, visitors and members of the local community.

4. Reducing The Incidence Of Reported Crime
In attempting to reduce the incidence of crime occurring on Campus, efforts will be directed to -
- Maintaining an effective Campus Watch Scheme.
- Providing crime prevention and personal safety advice to both staff and students.
- Maintaining regular contact with the police through the local beat officer, C.I.D and local senior officers.
- Maintaining crime recording procedures within the Section to enable informed decisions to be made concerning the patrolling strategy.
- Directing high profile patrols, by officers in uniform, to identified vulnerable areas
- Directing covert operations, in plain clothes, to detect and prevent crime on campus.

5. Controlling Traffic Using The University Roads And Car Parks
In an attempt to ensure, as far as is possible, the free flow of traffic on campus, the security section will endeavour to ensure:-
- The fair allocation of parking permits within the criteria laid down.
- A Review of the present allocation of parking space with a view to maximising the use of available facilities.
- The Effective and efficient enforcement of the University Traffic Regulations.
- The deployment of patrols to areas of identified traffic problems.
- The introduction of an incentive scheme to encourage students and staff to display correct lights on cycles during the hours of darkness.
6. Monitoring The Unsociable Behaviour Of Some Students
The Security Section will endeavour to address problems associated with student behaviour in an effort to maintain and enhance the reputation of the University. This will be achieved by:-
- Visiting all complainants who are concerned at the anti social behaviour committed by students off Campus.
- Investigating matters, of a purely internal nature, resulting from student misbehaviour.
- Offering advice, guidance and support to Hall Wardens, sub-wardens and members of staff in dealing with students who have misbehaved or contravened the University Regulations.
- Maintaining a central database of offenders which would be accessible to those members of the University who have a vested interest in such matters.
7. Maximising Efficiency And Effectiveness By Developing Existing Resources
The Security Section will continue to review it’s operational commitments in an effort to maintain and improve it’s level of service to the University. In particular it will:-
- Review existing work practices with a view to maximising efficiency.
- Continually monitor levels of service provided with a view to amendment where necessary in line with available resources.
- Develop the installation and use of technology to assist with crime prevention initiatives, particularly within the field of CCTV and other systems.
- Continue to argue to the Budgetary Review Group for a realistic budget allocation for security purposes.
