The impact of more flexible assessment practices in response to the Munro Review of Child Protection: messages from the pilots

The Munro Review of Child Protection (Cm 8062) recommended that the Government should revise both the statutory guidance, Working Together to Safeguard Children and The Framework for the Assessment of Children in Need and their Families and their associated policies to:

Between March and September 2011 the Secretary of State for Education issued formal directions to eight local authorities (Westminster, Knowsley, Cumbria, Hackney, Kensington and Chelsea, Hammersmith and Fulham, Wandsworth and Islington) to test more flexible assessment practices.  A mixed methodology is being adopted to explore the impact that the flexibilities granted to the pilot authorities have had on practice and service responses to safeguard children from harm.
