Exploration of the costs and impact of the Common Assessment Framework

Funded by the Department for Education

This study builds on a number of previous studies carried out as part of the costs and outcomes programme at CCFR, most notably the work to cost services and social care support provided to all children in need (Holmes and McDermid, forthcoming). Previous studies carried out by CCFR have highlighted the need for a better understanding of the costs of the Common Assessment Framework (CAF). Research carried out by CCFR has identified a variety of systems for recording CAF assessments that were rarely linked to the main social care management information system. Consequently, the numbers of children and families receiving support following the completion of a CAF assessment may be underestimated.

This study explores the costs and impact of the Common Assessment Framework. The impact the CAF has on families and professionals is explored. The costs of CAF, including the activities undertaken to complete and review the assessment, the ongoing activity undertaken by the Lead Professional and the services provided as a result of the CAF, are calculated.
