Evaluating Made to Measure: Pooling personal budgets - Funded by the Scope

Background and aims

Scope have been funded by the Department for Education to pilot ‘Made to Measure’. The pilot aims to support parents of disabled children to pool ‘personal budgets’, payments given to individual families by local authorities to purchase support services, to jointly buy the short breaks (also known as ‘respite’) and other services they need. The pilot is designed to encourage parent led commissioning, to plug gaps in service provision, and to stimulate the short breaks market.

The Centre for Child and Family Research (CCFR), along with Alexa Hepburn, reader in Conversational Analysis in the department for social science, have been commissioned by Scope to evaluate the impact of this pilot. The evaluation team are working with two areas to explore the impact on the nature and availability of services for disabled children and their families, and the extent to which the pilot enables families with disabled children to access the services they need.
