Improving outcomes for looked after children: a series of reports commissioned by the Green Paper team

This responsive work involved the provision of reports to the Department for Education and Skills (DfES) for the 2006 Green Paper, Care Matters: Transforming the lives of children and young people in care.
The study aimed to undertake a short scoping review of local authority good practice.
Schemes and projects implemented by individual local authorities that aimed to improve outcomes for looked after children were examined. A wide range of projects were identified and those that had been independently evaluated and were shown to lead to measurable improvements in outcomes were selected for further examination. Evaluation reports were scrutinised and recommendations were made about the viability of successfully implementing projects nationally.

- Improved educational outcomes were achieved by two projects. Literacy, numeracy, motivation and engagement in learning were promoted.
