The Children and Young Persons Act 2008 passed in November 2008 in England and Wales reforms the statutory framework for the care system and enshrines four key principles; corporate parenting from every person involved in the lives of children in care; the voice of young people at the heart of the system; stability and continuity in every aspect of a child's care; and an uncompromising culture of high aspirations.
