Human Capital Legacy Project
This project is being undertaken by a research team from COS&R
and partners in cooperation with the Games Management Section of
the IOC. The aim of the project is the development of an evaluation
of the contribution of Olympic Games Organising Committees (OCOGs)
to the development of human capital in the field of sport management
and event management at local, national and international levels.
The research team is currently evaluating post-hoc the impacts
of the Sydney, Athens, Salt Lake City and Turin Summer and Winter
Games, and for this purpose has been provided with access to OCOG
archives held by the IOC. This forms a scoping review to inform
analysis of the operation of OCOGs in the forthcoming Summer Games
in Beijing and London, and the Winter Games in Vancouver and 2014.
The methodology for the evaluation employs an input-throughput-output
model of the organization, and addresses an area of human legacy
which is recognized as being under-researched.
The research team for this project includes: Professor Ian Henry,
and Dr. Leigh Robinson of COS&R and Associate Members
of COS&R:
- Professor Jean-Loup Chappelet, who is Professor of Management
at IDHEAP in Lausanne, and Director of the MEMOS Programme. He
has extensive experience of research in the field of Olympic management,
as well as detailed operational knowledge of Olympic systems by
virtue of former roles as head of the Information Technology section
within the IOC and as Technical Director for the Winter Games
candidature bids of the city of Sion for 2002 an 2006.
- Prof. Hong Fan is Director of the Irish Centre for Chinese
Studies at University College Cork. Professor Fan has an extensive
record of research and publications in English and in Chinese,
in the fields of sports policy and sports history in China. She
is also a former member of staff at the Chinese Ministry for Sport.
- Prof. Alain Ferrand was head of the sport management
department at the University of Lyons from 1991-2007, prior to
his move to Universite. He is an associate professor at the University
of Turin and collaborates with the French and Italian National
Training and Educational Centre for elite athletesFrench
National Institute of Sport and Physical Education (INSEP) in
Paris and Scuola Dello Sport in Rome. He is a core member of the
staff group delivering the MEMOS programme. He has a wide ranging
research and publications record in Olympic sport and management
and recently, for example, completed with Professor Chappelet
and others an EU funded project together with the TOROC and other
partners the Sentedalps project which outlines the benefits of
the organisation of sporting events in the Alpine region.
