Doctoral Researcher in Economics

Alhassan Mansaray was awarded a Commonwealth Scholarship in 2014 to pursue his PhD programme. Prior to the commencement of his PhD, Alhassan worked as senior Debt Manager for the Government of Sierra Leone, Debt Specialist for the World Bank and Debt Management Consultant for Commonwealth Secretariat and the West African Institute for Financial Economic Management (WAIFEM). He also negotiated several public infrastructure financial transactions for the Government of Sierra Leone, including the Africa Coast to Europe (ACE) Submarine Fibre Cable project and its terrestrial segment, the ECOWAS Wide Area Network (ECOWAN) project. Through Commonwealth Secretariat and WAIFEM, he helped to build the debt management capacity of debt managers in Sierra Leone, Liberia, Ghana, Nigeria, the Gambia, Seychelles and Barbados.
