The report falls into two parts:
- Discussion of interview findings
The participating authorities were interviewed in depth to explore differences in the figures each authority reports to CIPFA, and to investigate the methods used to arrive at these figures.
- Discussion of seminar findings
A seminar was held with some of the participants of the first stage to look at key areas in more detail. Staffing, ICT and visitor management were examined in detail.
