Articles placed in IRs result in higher citation rates, increased visibility and prestige for the institution, and bring greater opportunities for funding.

By protecting the authors' rights in any publishing arrangement, you maximise the opportunity to increase access to your institution's research and the benefits which accrue.

IRs are easy and cheap to set up, and can be absorbed into existing HEI infrastructures.

An advocacy campaign will help authors make use of an IR.

You might consider mandating the deposit of their research.
