What is PELICAN?

The PELICAN project is intended to develop an understanding of charging mechanisms for distributing commercially published electronic texts to students. It aims to develop a suitable pricing mechanism, which satisfies all stakeholders in the HE/FE community and could provide the foundation for a holistic distribution model of academic literature in digistised form.

 


 

What are PELICAN's aims?

  • to assess current practices in electronic delivery of text to students and establish existing usage patterns;
  • to identify pricing models most likely to be acceptable to students, HEIs, publishers, authors and the Copyright Licencing Agency (CLA);
  • to act as a facilitator to provide a communication network for the development of a suitable pricing mechanism and recognise the diverse interest of all stakeholders involved in the HE/FE community;
  • to help develop mutually acceptable ways of charging for distributing digitised materials to students;
  • and to help HEIs to gain a better understanding of the issues involved, thus enabling them to plan their own provision with more confidence.

 


 

How will PELICAN achieve these aims?

  • by promoting awareness of the different policies, and pricing strategies that are available for the delivery of commercially published electronic texts to students within the various stakeholder groups;
  • by identifying, documenting and disseminating strategic frameworks within which individual HEI libraries can develop budget strategies for eletronic texts that are appropriate to their needs and resource limitations;
  • by investigating, documenting and promoting research into the most appropriate pricing strategies that satisfy the needs of all stakeholders;
  • by investigating, documenting and promoting the most appropriate hardware and software solutions to the problems that are identified for the delivery of electronic texts.
