Technical Staff Negotiating Sub-Committee

Terms of Reference

1. Terms of Reference

1.1         To discuss and, when applicable, implement national agreements promulgated by the Universities’ Committee for Non-Teaching Staffs in respect of technical staff.

1.2         To review, and when considered appropriate, make recommendations to the Human Resources Committee regarding terms and conditions of service for technical staff.

1.3         To consider claims submitted by the University branch of Amicus regarding physical working conditions, disciplinary matters or other matters considered properly to fall within the purview of the Sub-Committee and, when considered appropriate by the Joint Chairs, to authorise appropriate action to meet such claims.

1.4         To consider matters concerning the improvement in efficiency of technician services in the University, with particular reference to the area of technician training and education, and to make such recommendations as are considered appropriate. In this regard, to receive annual reports from the Technician Training Officer concerning the education, training and welfare of technicians in the University.

1.5         To consider such other matters as may be referred to it by the Human Resources Committee and to exercise such other functions as may be delegated to it by the Human Resources Committee.

1.6         To report each Summer Term to the Human Resources Committee concerning the main topics discussed during the preceding year.

2. Membership

2.1        The Sub-Committee shall consist of: 

The Registrar (ex-officio)

Head of Personnel Services (ex-officio)

Chair of the University branch of Amicus (ex-officio)

One member appointed by the Human Resources Committee

One member of Academic Staff appointed by the Human Resources Committee

Three members of the University branch of Amicus, elected by the members of the branch

2.2         There shall be Joint Chairs of the Sub-Committee, who shall be appointed annually by the respective sides. The Agenda and Minutes of each meeting of the Sub-Committee shall be agreed by the Joint Chairs.

2.3         Other persons may be invited to attend meetings of the Sub-Committee from time to time with the agreement of Joint Chairs.

2.4         Deputies may be permitted to attend meetings, on a non-recurring basis, in the event of the unavoidable absence of representatives.

2.5         Secretarial servicing for the Sub-Committee shall be provided by the University Personnel Office.

3. Terms of Office

3.1        Ex-officio members shall serve for only so long as they continue to hold the office by virtue of which they became members.

3.2         Appointed members shall service for a period of not more than three years and shall normally retire on 31 July next before the third anniversary of their appointment, and shall be eligible for re-appointment.

3.3         Elected members shall serve for a period, not exceeding three years, in accordance with the rules or practices of the Union and shall be eligible for re-election.

3.4         In the event of a casual vacancy amongst the appointed or elected membership of the Sub-Committee, the person appointed or elected to fill such vacancy shall serve only until the normal date of retirement of his/her predecessor, but shall be eligible for immediate re-appointment or re-election for a normal period of service.

4. Meetings

4.1        The Sub-Committee shall ordinarily meet three times in each calendar year.

4.2         At the request of not less than four members of the Sub-Committee, give in writing to the Secretary, a Special Meeting shall be convened not later than 14 days following the receipt of such request, or on such later date as may be mutually agreed.

4.3         The presence of at least one half of the Sub-Committee’s membership, which shall include a Chair and representatives of both the University and the Union shall constitute a quorum for an Ordinary Meeting. The quorum for a Special Meeting shall be at the discretion of the Chair

4.4         Should a meeting become inquorate at any time during its continuance, the meeting shall be abandoned. An abandoned meeting shall be re-convened within 14 days of abandonment, or on such later date as may be mutually agreed.
