Subject:           Introduction of Doctor of the University – Honorary Award

At its meeting on 10 November 2003, the Honorary Degrees Committee agreed that further consideration should be given to the range of Honorary Degrees awarded by the University.  The Secretary to the Honorary Degrees Committee has undertaken research within the sector to establish what Honorary Degrees other universities currently award.  A summary of the results is attached as Annex A.

 

Several universities, including Brunel, Heriott Watt, Birmingham, Ulster and the Open University have introduced the award of Doctor of the University. 

 

Honorary Degrees Committee, at its meeting on 19 January 2004, recommended to Senate that Loughborough University introduce the award of Doctor of University to be conferred upon those candidates who have made significant contributions to society but for whom it would not be appropriate to award one of the University’s existing Higher Doctorates. The title would only be awarded as an honorary degree. The Committee further proposes that the award of Honorary Master’s degrees be discontinued.

 

The new degree title requires amendment of Ordinances III and IV and revised drafts are attached. The opportunity has been taken to tidy up a number of anomalies in the wording of these Ordinances at the same time.

 

This recommendation will require approval from Council and the revised wording of Ordinances III and IV is subject to comment from the Ordinances and Regulations Committee.

ORDINANCE III Substantive Awards and Honorary Awards Degrees

III.1 Substantive Awards

1.      Substantive degrees, diplomas, certificates, fellowships, scholarships, exhibitions and prizes shall be awarded by authority of the Senate on such conditions as may be prescribed by the Charter, Statutes, Ordinances and Regulations.

2.      Degrees Awards shall be conferred in person or in absentia at the Congregation next following their award by the Senate unless a candidate has requested that his/her award be conferred at a later Congregation.

3.      Staff candidates for research degrees shall be presented by the Vice-Chancellor or in his/her absence by some other Senior Officer of the University.

3.4.Candidates for degrees shall be presented at a Congregation by the Dean of the Faculty concerned or in his/her absence by some other member of the Board of the Faculty appointed by the Board as his/her deputy.

4.5.No person shall be admitted to a degree an award in the University unless he/she has paid the fees prescribed by Regulations and has satisfied all other Regulations.

5.6 Senate shall prescribe in Regulations the conditions under which a substantive degree award may be awarded to a member of the staff of the University.

6.7.            Aegrotat Awards
If a candidate in the final year of a first degree programme be prevented by illness or other sufficient cause from obtaining a degree, application may be made in writing by the student, or in exceptional circumstances on his/her behalf, to the Senate for an aegrotat degree. The Senate, upon the recommendation of the External Programme Assessor appointed to the student's programme, may deem him/her a successful candidate and grant him/her an aegrotat degree without division or classification. Such candidates shall not necessarily be prevented from going forward to a programme for a higher degree in the University where an Honours degree is prescribed by Regulations as a requirement.

7.8.No degree award shall be conferred except in pursuance of a resolution of the Senate.

III.2 Honorary Degrees

Honorary graduands shall be presented by the a Public Orator of the University, appointed by Senate.

The Degree of Doctor of the University may only be awarded as an Honorary Degree of the University. 


In order to qualify for admission to a substantive degree of the University other than the degrees of Doctor of Technology, Doctor of Science and, Doctor of Letters, and Doctor of the University, every candidate other than a member of the staff of the University (for whom regulations shall be prescribed in accordance with Ordinance III.1.65) must have
(i) paid the prescribed fees
(ii) complied with such other Ordinances and Regulations as may be relevant.

Higher Doctorates may be conferred as Honorary Degrees upon individuals approved by Senate and Council.
