05/134   Minutes

The Minutes of the (Special) Meeting of Council held on 28 October 2005 [COUN05-M5] were CONFIRMED.

05/135   Appointment of Deputy Vice-Chancellor

Council APPROVED the appointment of Professor Neil Halliwell as the next Deputy Vice-Chancellor, for a three year period starting 1 August 2006.  Council congratulated Professor Halliwell on a well deserved appointment.

05/136   Structural Deficit Departments: Progress Report

COUN05-P131

Council RECEIVED a report from the Deputy Vice-Chancellor.  The joint Research School in Chemistry with Leicester University would not proceed.   The two departments would continue collaborations wherever appropriate.  The University had established a Review Group which was currently looking at ways to preserve two income streams (undergraduate and postgraduate programme) and maintain necessary staffing levels in the department.  The Chair of Council regarded Chemistry as a fundamental department of the University.  The Vice-Chancellor had great confidence in Professor Warwick, Head of Department.

05/137   Honorary Degrees

COUN05-P132

Pursuant to Statute XVIII, on the recommendation of Senate and with the advice of the Honorary Degrees Committee, Council APPROVED the issuing of invitations to persons to receive Honorary Degrees at Graduation Ceremonies in 2006.  Members were reminded that the list should remain confidential until after the Vice-Chancellor had written to the individuals and they had responded.

05/138   Appointment of Treasurer and Pro-Chancellors

Council AGREED to delegate authority to the Chair of Council (if the February 2006 [if required] meeting was not held) to approve recommendations from the Nominations Committee to Court regarding the appointment of the Treasurer and Pro-Chancellors from February 2006.

05/139   Extension of Appointments

Council NOTED that, on the recommendation of the Vice-Chancellor (Chair of Senate), the Registrar (with delegated authority) had approved, in accordance with Statute XXII and Ordinance XII, extensions of appointment beyond normal retirement.

05/140   Human Resources Committee

COUN05-P133

Council RECEIVED a report from the meeting of the Human Resources Committee held on 17 November 2005 and APPROVED the following recommendations:

i.           Updated version of the Harassment Policy

ii.         New Ill-Health Dismissal Appeals Procedure

iii.        Emeritus Professors

05/141   Valedictory to the Vice-Chancellor

On behalf of Council, the Chair thanked Professor Sir David Wallace for his dedication and commitment to Loughborough University in the 12 years that he had served as its Vice-Chancellor.  All members joined the Chair in wishing Professor Sir David Wallace and his wife the very best for the future.  The Vice-Chancellor responded by requesting that his thanks be recorded to all members of Council, staff and students.
